In the context of regional efforts to promote transit-oriented development, ABAG and MTC have a new program called "Development Without Displacement." The goal is to increase regional and local understanding of gentrification and displacement in areas near transit. This work is meant to complement FOCUS and other existing regional efforts to direct funding towards and encourage new development in inner city areas near transit. In particular, we will be promoting development policies that can help stabilize low-income communities in redeveloping, transit-oriented neighborhoods. Two grants are available for community-based organizations and cities to work on this effort.
As part of the program, PolicyLink will create an equitable development toolkit which ABAG will tailor and market to Bay Area cities, primarily through the regional FOCUS program. The Center for Community Innovation at UC-Berkeley (CCI) and ABAG will be doing some mapping and analysis of Bay Area communities where low-income residents may be displaced as a result of public investments and rising property values.
With these resources and some outreach to Bay Area communities, we will then offer two local grants of $20-$60,000 for communities to identify their own gentrification and displacement concerns, increase the involvement of low-income residents in the redevelopment process, and recommend and implement ways to capture the benefits of redevelopment for the existing residents. We invite cities and community-based organizations to partner on these applications. This effort would ideally accompany a larger effort, such as a Station Area Planning process, where cities are planning for substantial amounts of new housing near transit.
